Can I use it for Windows after re-formatting? And does it come with usb 3.0 cable as for windows one?

This item is designed to be used with the MacBook and comes with a 3.0 USB with a both the C and A connectors. I don't see why it couldn't be reformatted for Windows. There may be another device that might be cheaper, since this was designed to be used with the MacBook Pro Time Machine.

Can this work for both windows and mac at the same time?

Yes, I use it for both windows and mac

: Is this 5400 or 7200 RPM?

As shown on the Amazon website, it's 5400 RPM. There are other WD 4TB drives for less, so this one is really past its prime.
