My daughter usually wears a 12-14 what size do I order

I ordered a L for my size 12 girl.

Is the blue a navy blue?

It’s brighter than navy blue. It looks pretty accurate to the picture may be a touch lighter brighter. But not like royal blue

Compare small, medium, large, extra large to girls size 6

I ordered a medium for my size 8/10 girl. She has about a 6 waist and these were loose but she needed the length. I would go with small for a true size 6.
