Would you apply salicilic acid on dry skin prone to whiteheads?

If it’s really dry all around probably not! It would eventually over dry it even more, if it’s mixed then just avoid the areas. Try the toner instead (from the same brand or another) but deffo not the scrub as it can tear through your dry skin.

I have read about dissolving in a bottle of warm water and using daily as a toner. Would that be just as effective

I wouldn't bother. I use this every day as it is and its fantastic. Most days I only use a tiny bit, and don't scrub very hard. I let it sit for a minute or so before rinsing. A couple of times per week I use it as a scrub. I've noticed a big improvement in my skin since I have been using this. Not sure if dissolving it would dilute the acid and make it useless.

Will this help clear milia under the eyes?

It’s it far to abrasive for the skin under your eyes. Certainly wouldn’t use it under the eyes. Also if it gets in your eyes it’s painful.
