No! Oils will block product! Must be applied to CLEAN and DRY scalp. Even water/moisture will lessen efficacy.

Is there a Kirkland product for women too?

The men/women version is the exact same product, but men are supposed to use twice a day, and women should only use once a day. Therefore the instructions are different by law.

Can i use on regrow eyebrows?

No. To my understanding brows and face must be 10% not 5%. Always consult with your primary care physician before starting anything that's going to be a life long commitment.
