How can I get the strap it didn’t come with?

The one I ordered and received didn’t have a strap either. It’s an error. I called Amazon Customer Service and they sent me a new one (which had the strap) and gave me a return code to return the other.

Will the set of 2 600g ice packs fit in the pouches? I'm bad with measurements.
