Can greater than 10mi be achieved with line of site? more specifically would i be able to use this to capture noaa or goes satellites?

This is a good question.  Short answers - 1) yes, you can achieve a reception distance greater than 10 miles if conditions are right, 2) no, this antenna won't work well - if at all - for satellite reception.

Long answer,  in general, the range of this or any directional antenna is generally limited by several factors.

First, you need a clear line of sight between the transmitting and receive antennas.  Trees or other obstructions will greatly reduce the received signal strength.

Second, the transmitted signal power much be strong enough so that by the time the signal arrives at the receiving antenna, it is able to overcome the propagation loss between the antennas, the losses inherent in the transmission line from the receiving antenna and the receiver, and the system thermal noise and the receiver's internal noise.

The higher the gain of the antenna, the more easily it will overcome these various losses.  Because the Bolton Long Ranger antenna is a high gain antenna, it usually works very well for the job it was designed to do.  However, you also need to take into account the polarization and directional pattern of the antenna.

The Bolton Long Ranger has a directional and polarization pattern that is designed to match the signals used for cell phone service.  As such, the directional pattern is very narrow in the horizontal direction while being quite broad in the vertical direction.

Antennas for satellite receotion are usually circular in shape which means they will have a circular or spot beam pattern, much like a flashlight.  Using an antenna with a non-circular pattern such as the Bolton Long Ranger will result in the antenna "looking" as areas of the sky where the satellite is not present.  This effectively reduces the size and gain of the antenna since not all the area of the antenna is "seeing" the satellite.  Additionally, the parts of the antenna that are looking at empty space will pick up galactic noise (or possibly signals from other satellites) which will degrade the desired signal.

Does of come with router? Does it work with any type of router? What type of extension cable will I need?

The antenna does not come with a router. It works with most US carriers. It is a 50 ohm antenna so you need the ultra low loss 400 coax. I am using the antenna along with a wilson m2m boaster to pull in a signal from a  cell tower 10 miles away. Works great!

Will this go into monitor mode for kali linux ?

the Bolton Technical Long Ranger is an antenna. It does not "go into" any mode. Your network card is what goes into monitor mode. Kali never knows the antenna is there, so there's not really a question of compatibility from Kali to the antenna. It's compatibility from Kali to your network card. If your network card supports the frequencies the antenna supports and Kali supports your network card, it will work.
