can they be used outside without cover? I am using to connect to cat scarer but not sure if these are water/weather proof?

The top of the panel is waterproof but there are exposed contacts on the bottom to which you solder the connecting wires. I have used them outside by attaching them to a screw on lid with the wires passing through, using a generous amount of epoxy resin.
