No the head cannot be positioned forward.

How big around is it's neck?

Ok to answer this I need to say this. I bought this stuffed cat to memorialize our 11 month old kitten that had passed. His collar fit the neck of this cat perfectly.

Why doesn't this cat have whiskers? Alot of people are asking, and i am just curious.

Yes, Stefan can be slept with. His head is foam thus providing the realistic shape of the face, however the rest of his body is soft plush with no wires.
