Can this be cut to fit?

Hi I can’t answer that question because although I paid for the dish with the soap lift. they did not send the soap lift. I was promised they will send it but I still have not received it I have seen similar soap lifts that can be cut I would guess that would be the same way

Will this holder stick if the surface is not glass smooth, my tile has a slightly porous texture?
