Can this filter capture VOCs like a carbon filter can?

Doubtful because there is no charcoal or carbon in this product.

I don't know. I didn't see a mark. I would assume either China or USA.

K&N lists a cabin filter refresher kit, does it produce a bad smell when used on the cabin air filter

I was told by K&N, do not oil the cabin air filter. But it does have an odd smell WHEN CLEAN. I purchased the cleaner/refresher kit but, the refresher doesn't remove this odd smell. I'm stuck with this filter for the remainder of this vehicles life but, wouldn't purchase again for the next vehicle.

How is this filter cleaned?

K&N has a cleaning kit to wash the CABIN air filters. It is a spray on cleaner, then you wash it with water. Let it dry and there is an on "oil" that you lightly put on the filter gauze. Make sure you get the cleaning kit for the IN CABIN filter. You do NOT want to use the cleaner / oil kit for your engine air filter. Your cabin air filter box will give you the part number for the cleaning kit you need. I don't have it in front of me or I would have included it.
