Your picture shows plugs and screws can I use these ?

They are self adhesive and don’t need screws. I replaced mine for a different type as the centres were so stiff that it was impossible for me to get a tea towel to stay in them.

Would these hold a bath towel?

I would imagine so - they are very tight. I actually can't use them for dish towels as they are painful to push, but bath towels, being thicker, would probably be ok.

How can I remove these from the cabinet wall?

They sick on with the additional screw in to keep them secure I haven't try to remove them but would imagine a gental waffting of a hair drier would soon loosen the adhesive
