Are both sides meant to be cut on, or is it only the back side with the grid markings?

I have never cut on the other side! But it is made of the same material on both sides! So I guess you could cut on both sides!

It is not for use to insert into a Cricut machine. It is a mat to use (on a work surface)when you are using a rotary cutter, xacto knives for cutting paper or other crafting materials, as shown in the product photos. It is one of the many items Cricut makes.

Are they good self healing mats, or more decorative?

All I can tell you is I have been cutting on mine and it has yet to come apart.
