Yes this trimmer is best for shorter stiffer hairs, works great for what you asked about.

The sizes on the 4 hair guide combs are?

Very short (1) to medium long (4). I do not recommend this trimmer. Cutter head is too narrow and the overall quality of the accessories and the trimmer are low. I bought Wahl from past experience, no longer the case. Look elsewhere.

If the battery charge is low will the 5622 run if plugged in? Or does only the 5623 model work corded?

I have 5622 and if the battery is completely dead it will not function even if plugged in. After about 15 min charging and keeping it plugged in, it has enough charge to operate.

What's the longest beard this can trim?

That would depend upon the user's skill and steady hand. The included combs are calibrated to an approx. length but trimmer can be used free-handed - depending upon how long it takes your beard to grow back...
