How many inches is the neck cut out?

The neckline is adjustable as to how low you want to wear it. Depending on the dress I am wearing I can pull it down in the front or wear it higher on my neck and lower in the back. It is very comfortable either way. Boat like. It is beautiful.

How would this look with a long sleeve dress?

I think it would look lovely. Many years ago I remember my mom wearing the capelet in just that way. I bought mine due to my dress not having sleeves but I would wear it over sleeves too if I am going for a more romantic fluttery feeling.

Dose it fit plus size people well?

No, it wouldn't. I am a size 6 and it just fits me.
