Q: What is the purpose of the black backer and clear coat

This is my assumption, much like a mirror the black under coat enhances a mirror like finish. The clear coat protects the cold coat and brings up the shine much the same way the clear cote does on a car.

Q: is this a chrome paint, or paint to make a mirror?

A shiny silver. Not quite the same as a true chrome coating.

Worth it

Ordering for a second time. Painted an Rc body with it. Tricky paint but if you follow the instructions and watch a couple YouTube videos you're good

expensive for the final result

I was hoping for a more polished finish with the 3 part system. The final result is not even close to chrome even if polished. For $5 I would have got the same result from a can of silver spray paint.
