Am I able to replace the half pans with full pans? If so, how many?

Short answer, yes, six, loosely however. My box does not hold the pans snugly, half or whole, and I use a tacky putty on the bottoms to keep them place. The tray does lift out to reveal more mixing well and I can use the tacky putty to install 12 full pans, two up vertically. For the price, it is a good buy with modification.

why does price keep going up?

Because the world shut down and more people turned to crafts. Supply and demand basically

Where is the set made?

As with most, China. From the back of the box. The set is similar to Prima confections, in my opinion Look like they could be made in the same place.

Are they refills to replace them when you run out of the colors

Yes, these are snap-in removable half pans. It is a very nice metal pallet and has become my favorite carry-everywhere-with-me pallet. Also contains a limited pallet selection of colors. I highly recommend it.
