Will it fill a gap in the seam of a paperback laminate floor?

The material is best suited for small surface nicks and scratches but if the gap is very small, it should be fine. I would touch it up with a light sealer (polyurethane is very tough and invisible) and buff it in.

I am thinking about seeming two pieces of counter top together because I need a piece that is over 13 feet. Could it be used to hide this seem?

Yes, It would probably do a great job hiding the seam. I had an actual crack across my white laminate countertop... someone had jumped up on it to sit and put a 16" crack in it. After I filled it with this product, you could barely tell it was ever damaged. I also used it on a couple small chips, it filled and covered them very well. Also, after it was dry, I used a razor blade to carefully scape off any extra product.

I would think so. It sealed a crack in my laminate very well... sealed out water.

can this be used for seams on Quartz counter tops

I wouldn't. The mfg. stresses laminate seams, such as Formica. Check with your stone countertop expert for the proper seam filler.
