I need the rough in specs on this sink, it should be in the description but is not . Please provide

The overall dimensions are 15" x 15" Inner Bowl Dimensions: 12 1/16" x 10 1/8"

What kind of faucet can you use with a 2 hole sink? Since the holes aren't centered on the drain?

I’m the frequently bought together section: Pfirst Series 2-Handle Bar/Prep Kitchen Faucet, Polished Chrome https://www.amazon.com/dp/B002TWK1K6/ref=cm_sw_r_cp_api_i_GFE-Cb36YVFMH

Can I install it outdoor?

I don't see a reason you cannot install it outside. If it is for an outdoor kitchen sink I would recommend that it has a roof or cover of some sort while you are not using it.

Is the dimentions of the bowl of the sink 15x15 inside to inside? or does the 15x15 account for the flange?

The flange dimensions are 15"x15". The bowl is approx. 10"x12".
