If you mean any kind of measurement certificate, I don't recall. Both of mine work just fine on both of my cars with a base pressure of 42-45 PSI, plus another 20 PSI for boost compensation.

Can this be used with Diesel

Yes as long as the system you are trying to meter is not achieving over 100 psi.
