Can you regulate the water speed? Ex. High/Low

You cannot regulate the speed of the water. But when you plug it in it starts the waterfall. If it seems too small add a little more water and it will flow perfectly! The sound is very soothing and I love it!

Can this be used outside as well?

Yes, this can be used outdoors as well

Would this work for a play bath for my conure? She is a little smaller than a robin bird and likes to take a bath in a coffee mug sized bath.

I know what a Conure is and this is way too small. would disappoint you. It makes a puddle about the size of half a hard boiled egg at the bottom. I think a Conure would put something in that would get into the cavity where the engine sits and plug it up. I have lizards and the occasional cricket would get in and jam up the works, so I had to add a screen over the little pool. Wish I had not bothered. Get a cat drinking fountain for your bird and sit it in a larger pan with some more water in the bottom and I think your bird could bathe and also play in the bubbling part
