Is the top surface cloth or plastic? Easily cleaned with disinfecting wipes?

The top is fine grained plastic that is easily cleaned with wipes.

I mean't to order the one with foam. Has anyone tried it? How does it differ from the other? What kind of foam is it and how thick?

The underlying foam rubber is your standard mousepad one. The top film is as thick as heavyweight paper and is incredibly slick. If you're not used to those kinds of mousepads, you'll find it hard to move your mouse precisely. After you get used to it, it's one of the best mousepads you'll ever own- due to how precisely the movements translate.

Is this mouse pad windows 10 compatible?

It's compatible with any system that uses a mouse, any mouse really. I have found; in more than 30 years of playing with computers, that this mouse pad surpasses them all. I got one of these four years ago and lost it on a remote job (hope whoever found it loves it) I got two more last week so I could have a spare on hand. I've tried a LOT of others btw. It's mouse slick and cleans easily!
