Is it hard top cover ?

No its soft and useless, it will not stay on the pool and falls off in the slightest breeze. I gave up with it after a week and just use a solar cover

No. This fits a 12ft pool. You will need a 15ft cover.

The 10ft cover is abit snug on our 10ft pool and ripped are we better off getting a 12ft one as it has the drawstring to pull it tight?

Can you use a chlorine dispenser underneath the pool cover ?

100% yes. Pool cover is very high quality. Did this all last summer when had my pool out & no staining etc on cover. Highly recommend it.
