Q: I understand that both outside ends have the adhesive to stick but is the inside sticky too or is it like velcro?

The inside is a hard component (like VELCRO) that engages each other.

Q: How much weight can this hold

Upwards of 1 lb. But they are cut and sold to hold EZ Pass/toll transponders.

Q: Is this like the scotch pop up tape refills?

I dont know what scotch pop up refills are. They are adhesive strips with velcro-like spikes that hold the ezpass transponder. I have not had any more problems with my transponder falling.

Q: Will this stick to wood?

It should stick to finished wood. I used it on glass and plastic.
