i have 2 rocksford fosgate p'3s 12in 4 ohms would this amp power both?

This amp is bridged internally. Just to be clear, when you put a 2 ohm load on each of the 2 outputs, the amp then sees a 1 ohm load due to internal bridging and the amp outputs being in parallel. So, with this amp two 4 ohm dual voice coil speakers can be wired to get a 1 ohm load.

Can i use this to power two 10" P3's 4ohm subs? How would i wire it?

Yes it can power 2 10" p3's. I would wire them to 1ohm. If you don't know how to do that search "how to wire dvc subs in parallel" so you can get a picture. This amp will over power those subs. If you don't know how to tune an amp I would take it to a shop and have them tune it for you.

Hiw much watts will it oush on my L7 the while 1200 or only if i wire l7 to 2ohms it a 4ohm speaker

It's 400w@8 ohms 800 w @ 4ohms and 1200 w @ 1ohm. I have it pushing 2 Rockford P3 12 dial voice coil @1ohm. Amp works great!
