Yes there are two zippers on each side, covered by a small flap which makes the opening a little smaller than expected: not a problem.

Q: Is the 10.5" x 9" per each half? What is the total deminison of the sand bag 10.5"x18' or 21" x 9" or 10.5" x 9"? Can we fill them ouselves with sand?

Yes, that is each half and you can fill them yourself. Don't know the total dimension but would guess it to be 21" or greater with the center strip.
