Will this fit a 2 year old?

I believe so. I bought it for my then 6 year old when he was in a play. I thought it may be too small but it worked well. The ends meet, which indicates that it adjusts to fit the child's head. I don't recall it being uncomfortable either. My son is now 11 and it feels like eons ago, so this is as much as I can remember. I recall that he loved the tail and the doggie ears were comfortable.
