what age is this best for? would a 10 month old like it?

I bought it for my 7 month old granddaughter... perfect size for her to hold...it is about 8 inches. I think a 10 month old would like it.

Is the baby dolls head soft fabric?

I believe it is. I've given 3 dolls as gifts. All I know is they are still dragged around, now that the babies are toddlers.

Is this too young for a 2 year old?

That is hard to answer. Depends on how mature the baby is. I bought it for a 1 year old, she is not into the dolls and stuffed animals yet.
