Can it be used on aluminum?

Absolutely! I have a Lagoon catamaran and I used this on the sail drives and the Flexofold props. It has been one year and the sail drives are looking just OK. Some growth but not too bad. The props on the other hand look good as day one. I might mention I live in SW FL so barnacle growth is a big problem. DO NOT get this in a spray can! The nozzle will get plugged up long before the can is empty. Not just me, the mgr of the yard said the same thing.

can i use this on my outdrives and then paint over it?

very high content of zinc, I would be worried that it would oxidize under the paint. I would use a good expoxy primer

Can this be applied under water?

No. Not only would it not stick, it is a spray can. The paint would not reach your target.
