Are they already painted? Or its just raw plastic?

do they come with hardware to attach them or do I have to get those(screws or rivets etc)?????

The Screws are just for show, and yes, they do come with the item. What actually holds them on is the screws holding the fender wells to the rim of the wheel well. I thought it sounded flimsy at first, but once I put them on, they held pretty solid. All hardware is included.
