what is the startup amperage draw on startup (when it's draw is at the highest)?

I never measured but I've tried other ballasts claiming to be 'Fast Start' and would have issues with the initial surge current overloading car's wiring. These also claim to be 'Fast Start' but they are not. Can take a good 15-20 sec to reach full brightness but they do work consistently and 55W claim is accurate. So no relay harness necessary with these.

I got my ballast last week, connected it saturday but it flickers!! Any suggestions??

A faulty ballast is possible but particularly on newer vehicles the high initial surge current can trick the BCM into thinking there is a possible short. An additional relay harness may be required to provide enough power. To test, try connecting it directly to battery and see if flickering continues.
