Will this fit a orb tank

It may fit but it might spoil the look....

Will this work in a 60 litre fish tank?

Hello,...no it will not be powerful enough for a 60 litre tank, you should get a 150Watt heater, that way it will last longer. A 25/50Watt in a 60 litre aquarium will remain on to long and burn itself out trying to keep 60 litres at the correct temperature. I know from experience.

Does this heater need a cover on it to protect the fish and plants ?

Hello, Nope...the heater, in my experience, does not require any form of covering.
