Waist wise they’re Nice and stretchy. My boyfriend is usually a 30w32l ans he got. Medium. I want to say your best bet would be a large to get the correct length but I would worry. True to size jogger . My son is 6’3 and weight 246 he got 2xl. Im 5’4 and 254 lbs. female and I got medium . So , maybe small will works for you .

Yes they run small. Bought for my husband, XXL he is 6ft 1 and wears a 44 waist. After washing they r snug. But at least 1 size bigger.
