Yes you can make tortillas but this is different from typical corn flours used to make tamales, tortillas, etc. because the corn used to make the tortilla flour, maize, is soaked in lye before grinding and this Corn Meal is not, the result is a different flavor.

Where is this coming from ?

Just be sure your package shows imported from Venezuela... They are the last Latin American country to produce GMO corn/maize. Although at this juncture they may be in the process or beginning to. There is an entire "block" of Latin countries who do and have..big business for them. I believe Brazil owns the most.
