Does the jets come with it

It comes COMPLETE, attach and drive.

Can I change the jets to this carburetor & what size jets does this carburetor arrive with?

Not sure if you can re jet as it’s a sealed carb just like old one. However it bolted right up and no issues. Does come with a hi flo air filter that def helped with power a bit. Still no race bike but better for sure

I recieved this product with an open threaded hole, next to air/fuel screw. Is this normal, and should hole be plugged?

It's a "one size fits many" carb. That is a clamp holder hole for your fuel line. (if needed) I used it on my Apollo200.
