Yes you can use on grass and it shouldn't kill it but sunlight on the ground is the best to kill bacteria. Perhaps you should look into using an immune support for your dog. The dogs immunity may for some reason be low at this time.

Yes there are solution instructions on the bottle for several uses. I believe this product is intended to only be diluted before using.

Q: What's the concentration of this solution?

The concentration of chlorhexidine diacetate is 2%. It will take more math than I care to do to determine the diluted concentration. However, I sold this product to veterinarians for over 9 years, and it is the most effective disinfectant you can buy. It is very effective against viruses at 3 oz. per gallon and against bacteria at 1 oz per gallon. To use more than 3 oz. per gallon is wasting the product. Its effectiveness lasts longer in the presence of organic material. Do not be put off by the veterinarian use. This product is similar to the product that is used in human hospitals.
