What is the difference between this one and 8960?

The 8962 has a built-in toilet paper holder. The 8960 does not.

What are the exact dimensions of the mounting plate and where are the mounting screw holes?

Width of plate 5 3/4 wide. 11 1/2 length. Screw holes 1/2 inch from top & sides on four corners.

Does the clip come with the grab bar to hold it to the wall?

Hello and thank you for your interest in the Moen 30-Inch Flip-Up Bathroom Grab Bar, Stainless model R8962FD. Yes, the clip/bracket and mounting hardware are included. If you have additional questions, feel free to call us at 1-800-289-6636. Our current business hours are Monday through Friday from 8:00 am - 7:00 pm (Eastern Time).

When the rail is folded up if someone were to try and use it for support will it hold their weight or simply fold down causing them to lose balance?

When folded in the "up" position the rail should be locked into the clip, also mounted on the wall as shown in the photo. If securely clipped in the rail was fine for my loved one to lean against or for light support, but it will not have the stability or same capacity to support body weight as it does when folded down. You can hold onto the rail, but I would not plan on full weight bearing.
