Would this fit a 2 year old toddler or would it be too big?

Yes, it fits a 2 year old toddler. The size suits for most people.

Will this fit an adult male?

On its own, probably not. But it affixes to your body by tying around the waist. So you could just get some extra ribbon and lengthen the tie string.

Will this fit an adult, or an older child? Not looking for a toddler

It is fun for all ages! Sized to fit most kids and adults.
