Yes it is. I got this for my van because the air conditioning is out and the van is an older G20. It's been a good purchase. 3-speeds, powerful air flow, and each fan has its own controls.

Would this cool the car if you have to sit in it for long periods of time? - Due to price of gas being high, I may have to sit in parking lot 6-8hrs..

The fan moves the air around nicely, but does not cool the air. If you sit in a parking lot for 6-8 hours I imagine the car will get very hot and this will only push hot air around the interior. Also, it might drain your battery -- leaving you sweaty, stranded and sad.

Does this put cool the air or just circulate like a regular fan?

It just circulates the air, no cooling effect.

Do these crap out right away after heavy use or do the work for a year or 2 ?

I only use mine when camping 4 times a year, so honestly I don't know. I've had mine 3yrs now they still work great. But! Remember most electric 12v fans i know of even Heavy duty ones in tractor trailers.
