Can this grow in zone 7a,7b? Are they perennials?

Hostas thrive from Canada to the Gulf Coast (USDA Zones 3 through 9). , The plants enjoy a good, cold winter. They grow bigger from Zone 7 north, but you can plant heat-tolerant hostas like 'Royal Standard' as far south as northern Florida.

Can you grow these indoors?

Yes, but they are a seasonal bulb, which means you can grow them outdoors in summertime and bring them back in at fall.

They're in huge pots in the house trying to get them to come up once that happens can I put them outside

They came bug Infected never sprouted

Are these plants salt water tolerant?

no sure what you mean, but I don't think a lot of salt water would be good for them, if you are planting them at a beach where flooding would be a problem, I am not sure what would happen to them.
