How high in the front do these come up?

Depends on how much of a "rise" you have; my ribs are 7 inches from my hips and these panties came almost to my ribs (they were the right size otherwise). I wear low-rise jeans and they come almost to my navel. It's all relative and depends on body shape.

I wear a Size 6 in pants. Would small work?

I am 5'1 and 115 pounds, 36.5" hip. I purchased the small size and they fit nice and snug. Hope that helps.
