Q: Could I use just the top 2 tiers if I didn’t want to connect the 3rd tier? Will it be just as stable without the bottom tier?

I would think it would work just fine. You have to put the pieces together anyways. Just put the bottoms piece under the second tier instead.

Q: how much weight can each tier hold?

I haven’t used mine yet. But, even though this server is a little larger than most, my guess is that 24 regular size cupcakes won’t all fit. Only an educated guess.
