I would suggest an adhesive that is not water based as well. Silicone adhesives are waterproof, and would withstand the outdoor use better. Use a grout sealer that is intended to prevent absorption and permanent staining to keep your mosaics looking fantastic.

I would say yes.. it is basically a strong water souluable elmers type glue. I would use it on terra cotta pots.

Can i mix this with premixed grout to make it stick better to a wall -a vertical surface? If so, should i mix it or just put a layer on the wall first

You should not mix the glue with grout. If you are putting heavy tile on a wall you would use Thinset which is available in different strengths for walls.
