Can this sand be used to go under the block paving due to a couple of small brick size blocks have sunk

I can't see why not, you may need to dampen the sand first so it will stay put when you relay the block pave

Is this suitable for slabs used by 2 dogs as I hose the slabs daily

Hosing down will tend to wash the sand away - rain washes a certain amount of sand from my sloping block paved drive. Much more of a job but pointing with mortar would be much better for your requirements.
