Are the black pieces outside, meant to secure headlamp straps?

This helmet does not have a way to secure headlamp straps. For best results, buy a Petzl headlamp that's compatible with the Vertex. Remove the straps from the Petzl headlamp, then attach the Petzl headlamp to a Petzl headlamp adapter, and finally insert the headlamp/adapter assembly into the headlamp slot in front of the helmet.

Is the chin strap removable?

The chin strap is not removable, it is replaceable.

Do they come in different sizes or are they one-size-fits-all?

There is only one size & they have a thumb wheel to adjust the fit/sizing. Per Petzl the head circumference is: 53-63 cm.
