can one put a second cost on first in the crack?

Not sure what you're asking. Applying a second coat to a crack in the stuff that's already there? If that is the question, you can, but it won't last. If you're in a rental it beats waiting for the landlord to act. If it's your property, best to do it right instead.

Is this a good option to seal small outside cracks around some windows? and then ok to mortar over this? please advise...thanks!

I have had good results using this product to seal cracks in concrete walkway & driveway but never around windows nor have I tried to mortar over it.
