Does it affect dogs & birds ?

My experience has been that there isn't any adverse effects on birds. I have used it close to several bird feeders, and they haven't been affected. I don't know about dogs. The oil for the fogger suggest that you don't spay on or stay in the fog until it clears. I have sprayed my garage, and all around my house and property without any problems. To be safe you should keep dogs or children away from the treated area for a few minutes after which it's fine.

how long does the tank lasts and how long does the liquid lasts if used on an average?

I have used mine twice and tank still has fluid. I probably have two more treatments before I need to refill

Can you use insecticide and water effectively in this fogger?

I wouldn’t. The fluid is cheap

If igniter goes bad, can you light with external source (i.e. torch lighter)?
