Are these tackable? If used on a wall in an office could pins be placed in them?

Yes, though i don't think they would hold up as long as cork board for that purpose. Not sure. They are like thin dense ceiling tile.

I have a space that is 40ft x 20ft with 13ft ceilings and all hard surfaces, how many of these would i need?

Your question leaves a lot of interpretation due to not knowing your desired acoustic results, room acoustics and targeted frequencies/issues (Ie. do you want total coverage; ceilings or not; just some help knocking down a few standing waves/echoes/etcetera), so I personally can only give you a basic idea. If you wanted to completely cover the wall and ceiling surfaces: With some very simple math- each pack is roughly 31 sq ft, meaning 34 packs-40'x13' walls; 17 packs-20'x13' walls; 26 packs-40'x20' ceiling= 77 packs by my rough math... At the current rate of $105/pk, that'd be about $8,100 in cost roughly... I would maybe look at another avenue. There are much better options out there vs. this one at that cost... and installation time. I have no idea what the other answer referring to two-sided tape is about, but correct that you would want to use something much better to affix them to the walls and ceiling. If you are just looking to target some specific frequencies or just knock down ambient echo, you would need to get a few packs, temporarily pin them in various locations- primarily where the sound waves would first hit and reflect (which you could use a mirror or just look toward the origin of the sound to get a basic starting point). Every room and need is at the very least slightly different and why pros like me use measuring equipment, geometry and formulas to address each job. There are some basic YouTube videos that may help explain this further. Hope this helps a little anyway.

Got the panels. Tried to adehre them with 3 different strong double sided tapes but they keep falling off. What to do?

I got command PH206 14NA hanging strips,  no problem at all still hanging from wall and ceiling.

What is the best way to secure to wall?

Sticky things like tape won't stick to them. I tried and they kept falling down eventually. I found it best to create a sound panel with a few of them and then hanging that from the wall.
