It says the dimensions is 27.8 x 14 x 2.8in. Isn't a Concert Ukulele around 23', Is this dimension more of a Tenor sized Ukulele?

How should these be tuned? Like a tenor or soprano?

Should be tuned to G,C,E,A. Saprano, Concert and Tenor are all tuned as GCEA. Only the Baritone is tuned differently.
