which paint thinner to use ?

Por 15 has its one solvent. “Por 15 solvent” Can be thinned up to 5%. Recommend not getting this stuff on your hands or skin.

Can i put this on a painted surface? I was going to paintbthe bed of a new dump trailer then line it with plywood.

I painted it on spot rust on the bed of my truck. The POR-15 stuck to the rust but has peeled off the enamel truck paint. If you cover it & it is out of the elements and sun it will likely slow the process. But on vehicles, I am finding, I have to reapply it every year to stop the progression of the rust. All my vehicles are 20+ year old and "live" in a snow / road salt environment.

Can the six pack be ordered in semi gloss?

Unfortunately POR-15 discontinued all options in this size except Gloss Black

I have some rusted rebars (steel) in concrete. Can I remove the concrete, add this product to the rebars and then put concrete over it? Will it hold?

I`m not sure if your idea would work or not. I would replace the rebars with new ones as Por 15 did absolutely nothing to prevent rust when I used it on my automobile front core support. I would not recommend the use of this product for any application.
