Do the handles fold down into the cover?

Yes. They fold down flat. Can easily set other items on top of carrier.

This question is for the seller: Has the faulty parts of this product been fixed as yet?

No. The handle latch snapped off of mine the first time I used it. They send a replacement one with the original product but I’m just waiting for that to break as well.
